Police arrested three people Jan. 28 who are suspected of selling fentanyl around a Bend homeless shelter.

David Vance, 24, Justin Vance, 26, and Katie Borden, 20, face charges for allegedly dealing fentanyl around the Lighthouse Navigation Center on Second Street in Bend, according to a press release from Sgt. Kent Vander Kamp of the Central Oregon Drug Enforcement Team.

After receiving tips about David Vance, police surveilled him for several weeks and allege he sold “large quantities” of fentanyl to people around the Lighthouse center, the press release said.

Police concluded their investigation and, on Sunday, stopped a green Subaru at the intersection of Eby Road and U.S. Highway 97 in Terrebonne with the three suspects inside, the press release said. David and Justin Vance are brothers, and Borden is dating David Vance, police said.

A police dog named Bonnie sniffed out drugs in the car and police searched it, finding powered fentanyl and fake pharmaceutical pills made of fentanyl, the press release said.

The following morning, police searched the apartment David Vance and Borden shared at the Franklin Avenue Shelter and found “additional evidence,” the press release said.

Vander Kamp declined to say precisely what was found, but said police didn’t find additional drugs.

Generally, he noted that “additional evidence” can include packaging, scales and other records that authorities will use to bolster a case and prove people were selling drugs.
