July 5, 1917 — The United States government will operate practically all the interned German steamships in the Pacific waters in shipping railroad equipment and machinery for the rehabilitation of Russia, and San Francisco will be the clearing port. A few of the interned ships will be chartered to the Pacific Mail Steamship company and to the Robert Dollar company for transpacific trade. Not any of the many seized by the government in Pacific ports will be taken off the Pacific ocean. Three of the ships are en route to California from Manila. A number already here from Honolulu and there are some in Seattle. Steps are being taken at once by the national council for defense to acquire large docking facilities at San Francisco and it is understood the board of harbor commissioners will confer on the subject with representatives of the government.
